I wear the CW-X Insulator Expert Tights for a base layer when running in cold weather. If the weather is above a wind chill of 10F, then I wear them on their own, but if it's below that, I'll put on another pair of tights over them. I like the targeted webbing on the expert series because of my knee (it's sprained), but there's a pro series, as well.

Just another vote for the CW-X Insulator Tights. I have them and this winter in NYC, I stayed warm with just a pair of thin tights (stockings) underneath. I made it through a run a few weeks ago when (little did I know) it was around -10 degrees below zero with the windchill... Needless to say, I had icicles on my eyelashes (you have goggles for the NP, right?!) but my legs didn't freeze. I think the Pro series would be best given the projected temps, if you choose to go with these ones.

I haven't tried the CW-X (although have heard many things about them...including their hefty price) but I really like the Pearl Izumi AM FIB tight(http://www.pearlizumi.com/product.php?mode=view&pc_id=95&product_id=5245...)- water resistant and wind proof. When it is really cold I will use the Pearls as a base layer and put Road Runner Sport's Women's RRS Gore-Tex Storm Pant:(http://www.roadrunnersports.com/rrs/products/RRL962/)
