It's looking more and more like he is trying to screw up his competitors' minds. He's not exactly back in; a BBC report has him declaring he will only run if the course is moved (away from the worst of the pollution) and the race starts at a different time (when it is cooler).
The context of all this is that Haile has already put it about that he is really focusing on winning gold in the 10,000 metres; because of that the marathon is something of an optional extra.
Meanwhile, the International Olympic Committee's medical committee has warned that athletes competing in events that demand sustained effort for longer than one hour are most at risk. The IOC will monitor air quality and weather conditions, and if the smog gets too bad, they will force events to be postponed. (That report here.)
